Former U.S. Representative Patrick Kennedy

During his time in Congress, Patrick J. Kennedy co-authored the landmark Mental Health Parity and Addiction Equity Act (Federal Parity Law), which requires insurers to cover treatment for mental health and substance use disorders no more restrictively than treatment for illnesses of the body, such as diabetes and cancer. In 2013, he founded The Kennedy Forum, a nonprofit that unites advocates, business leaders, and government agencies to advance evidence-based practices, policies, and programming in mental health and addiction.

Dr. Diana E. Ramos is a renowned public health leader and California’s second Surgeon General and first Latina Surgeon General. As California’s Doctor, she is the leading spokesperson on the most pressing public health issues of the time within the State of California. Her mission is to advance the health and wellbeing of all Californians.

Tony Thurmond was sworn in as the twenty-eighth California State Superintendent of Public Instruction on January 7, 2019.

Superintendent Thurmond is an educator, social worker, and public school parent who has served Californians for more than 15 years in elected office. Previously, he served on the Richmond City Council, the West Contra Costa Unified School Board, and in the California State Assembly representing District 15.

As a spoken word artist, educator, motivational speaker—and over a decade of work in youth spaces—Joseph Green has seen transformations firsthand. His acceptance and examination of his intersections combined with both his craft in theater and spoken word performing, as well as more than 10 years of creating an intergenerational dialogue between youths and adults, has contributed to his success in classrooms, boardrooms, and living rooms.

He continues driving both youth and adults towards self-forgiveness, redemption, and the irreplaceable role of love in the human revolution.

This Behavioral Health Conference will foster meaningful discussions on policy, representation, and advocacy between federal leaders, elected officials, leadership and staff from California counties, behavioral health agencies, and allied state advocacy organizations. This convening will include entertainment, a community reception to facilitate networking, and educational offerings focused on national and state trends in behavioral health. Attendees will learn how all are needed to mobilize to design a comprehensive and more equitable behavioral health system.
