Our Mission and Vision

The California Council of Community Behavioral Health Agencies (CBHA) promotes comprehensive, responsive and integrated service systems by enhancing the ability of nonprofit member agencies to provide behavioral health services that empower the people we serve to lead full and productive lives.

The vision for CBHA has been rooted in expanding funding to serve more people with serious emotional disturbances, severe mental illness, or substance abuse disorders, enhancing and continuing services for current clients and families, plus developing a process for managed care plans to contract with providers through a County Memorandum of Understanding (MOU), and demonstrating the value and effectiveness of community behavioral partnership to various potential partners: payers, providers, and employers. 

We achieve this purpose through:

  • Shaping and leading public policy;
  • Advocating for needed legislation and funding;
  • Creating a forum for the exchange of information and expertise; and
  • Working with all relevant stakeholders.

Our focus continues to be on maintaining and increasing the appropriate funding, evaluation, and oversight for the community behavioral health system.
